中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海油石化工程有限公司（以下稱為“招標人”）委托，就浙江LNG三期項目接收站工程所需部分貨物及相關(guān)服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of ZHEJIANG LNG Phase III Project Terminal Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：浙江LNG三期項目位于浙江省寧波市北侖區(qū)郭巨街道穿山北公鵝咀地塊，西側(cè)為已運營的浙江LNG一期工程和二期工程項目。項目建設規(guī)模為600萬噸/年：其中氣態(tài)外輸450萬噸/年，液態(tài)外輸150萬噸/年，同步將光明碼頭改造為LNG專用碼頭。新建6座27萬方LNG儲罐，其中LNG管道與浙江LNG
一、二期項目預留管道接口聯(lián)通，同時配套氣化設施、公輔設施等。
Project Summary：Project overview and financial nature: ZHEJIANG LNG Phase III Project Terminal Project is located in the Chuanshan North Gongezui plot of Guoju Street, Beilun District, Ningbo City, Zhejiang Province. To the west are the already operational Zhejiang LNG Phase I and Phase II projects. The construction scale of the project is 6 million tons/year: including 4.5 million tons/year for gas export and 1.5 million tons/year for liquid export, and the Guangming Terminal will be transformed into a dedicated LNG terminal simultaneously. Build 6 new 270000 square meter LNG storage tanks, with LNG pipelines connected to the reserved pipeline interfaces of Zhejiang LNG Phase I and Phase II projects, as well as supporting gasification facilities, public and auxiliary facilities, etc.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求 
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照復印件；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide photocopies of valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．從中華人民共和國關(guān)境制造的貨物：投標人只能為投標設備的制造商。
For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.
從中華人民共和國關(guān)境外制造的貨物:投標人可為投標設備的制造商或授權(quán)代理商。
For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
投標人應提供投標產(chǎn)品制造商有效認證證書復印件，證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致。
The bidder shall provide copies of the type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
投標產(chǎn)品國內(nèi)制造商應在投標時提供TS 證書(特種設備生產(chǎn)許可證)和覆蓋投標產(chǎn)品范圍【閥門類型（蝶閥）、溫度、口徑及磅級】的 TSX 證書(特種設備型式試驗證書)。投標產(chǎn)品國外制造商應和國內(nèi)制造商同樣提供上述證明文件，如投標人在投標時無法提供國外制造商的TS證書，需在投標時提供書面承諾函，承諾內(nèi)容為: 供貨前提供閥門原產(chǎn)地證明和 2024 年 5月 31 前提供 TS 證書 (特種設備生產(chǎn)許可證)，承諾函格式詳見附件17。
